MEMORANDUM <br />To: Cabarrus County Board of Commissioners <br />From: Kassie Goodson Watts/Planner <br />Subject: Consent Agreement and School Capacity Information for Hampden Village Subdivision <br />Date: 10/29/2007 <br />The Hampden Village subdivision project was approved by the City of Concord Planning and Zoning <br />Board on December 15, 2005. The preliminary plat was revised and approved by the City of Concord <br />Office of Development Services on November 1, 2006. This subdivision project is approved for 176 <br />single family homes on +/- 47.34 acres and is located on Roberta Road. The specifics of the agreement <br />axe as follows: <br />• Developer -Metro Development Group, 16507-A Northcross Drive, Huntexsville, NC 28078. <br />• Payment of $4034 per single family lot will be due at Final Platting. <br />• Proposed build out schedule is Calendar year 2007, no more than 601ots platted, Calendar year <br />2008, no more than 601ots platted, and Calendar year 2009, no more than 561ots platted. <br />• Certificates of Occupancy issued shall not exceed the following; Calendar year 2007, no more <br />than 30 Certificates of Occupancy, Calendar year 2008, no more than 60 Certificates of <br />Occupancy, Calendar year 2009, no more than 60 Certificates of Occupancy, Calendar year 2010, <br />no more than 26 Certificates of Occupancy. <br />The Cabarrus County Board of Commissioners approved a Consent Agreement fox the Hampden Village <br />subdivision project on February 20, 2006. The extant Consent Agreement is set to expire on December <br />15, 2007. The developer is actively trying to final plat a record map for a phase of this subdivision in an <br />attempt to extend the existing Consent Agreement. Should the developer be successful recording the plat, <br />they would request to be allowed to continue moving forward with the existing Consent Agreement. (The <br />Consent Agreement approved February 20, 2006.) <br />The APFO worksheet filled out by Mx. Rober Kluttz with Cabarrus County Schools indicates that <br />schools impacted by the Hampden Village subdivision project axe currently functioning at the following <br />capacities: <br />Note: These percentages are based on the enrollment figures from September 24, 2007 <br />Wolf Meadow Elementary School -116.54% <br />J.N. Fries Middle School - 99.21% <br />Central Cabarrus High School - 96.34% <br />Including previously approved subdivisions, these schools will be functionutg at the following capacity <br />upon completion of the Hampden Village subdivision project: <br />Wolf Meadow Elementary School -133.08 <br />J. N Fries Middle School - 114.19% <br />Central Cabarrus High School -125.59% <br />Hickory Ridge High School opened in August 2007 providing relief at Central Cabarrus High School. The <br />Revised 15-Year Facilities Plan includes a 200 seat addition and cafeteria renovation at J.N. Fries Middle <br />School and a 175 seat addition at Central Cabarrus High School proposed fox 2010. Potential relief for <br />Wolf Meadow Elementary would be beyond the current five year project list. The next high school that <br />could provide relief for Central Cabarrus is on the Critical Projects List for 2011. <br />G-~ <br />
