Planning and Zoning Commission Minutes November 17,2005 31 I I I I I I I I I I I I I I I I I I I Old Business - NC-73 Small Area Land Use and Economic Development Plan Planning Staff Mr. Lentz said he is not going into a detail presentation. He said he asked at last meeting if there was anything they wanted him to do and he did not get anything clear as to what they wanted him to provi4e to them at this meeting. He said a plan is a plan and it is not going to be enacted until you review and make recommendation on amendments to our zoning board. He said iqhere are things in there that you do not like remember this is a multi-jurisdictional plan l\nd we did it cooperatively with our friends in Davidson, Huntersville, Concord anlil Kannapolis. He said there maybe things in there that are more appropriate to Davidson, Huntersville, Concord and Kannapolis that we do not feel comfortable with and that we are in no way obligated if we were to adopt this plan to adopting our codes. He said ifthis is adopted it would become a frame work that we would use begin to craft codes which you would ultimately review a have some input on how they would be forwarded to the Board of Commissioners for their vote. Mr. Lentz said at this point the plan is about as good as we are going to get. He said there is no more money to pay the consultant to change the plan. He said nothing changes tonight if the plan is adopted until you start getting the text amendments that go along with it. He said staffs recommendation is to approve the plan. He said we have begun discussions with Ct;)ncord and Kannapolis; we would have to have a unified effort to do this since there are three jurisdictions at this point involved in this area. The Chair said three Caba\Tus County organizations, plus two others. Mr. Lent said while we appreciate Davidson and Huntersville there is a pretty good agreement right now that neither is going to cross the county line with annexations and vice-versa. He said we wl\nt to make sure that we are compatible with our two cities because they are the ones at this point that would be doing the annexations in the area. , Mr. Shoemaker asked ifbt adopting this plan or saying that we would like for you to review this plan and creatcl the text amendments to it, philosophically we agree with what we see on this paper and hbw it is laid out but however the detail of that you guys will flesh out with the text amelndments and present those back to us. Mr. Lentz said yes that is clxactly right. He said the one difference with the text amendments is if someone came in for rezoning we would look at the plan and if they were putting up a rock qU~ or something would that fit with the plan, obviously not. He said if someone is comIng in and doing another two story medical office building like Northeast Medical is then ~es that does fit with the plan and we think that is a good rezoning to do. He said it ~ould be used in that fashion but still the standards by which you develop, and the densities that would be allowed only happen depending on what you adopt as a rezoning or text amendments.
