<br />" <br />G.B <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />3, Each speaker will have 3 minutes in which to make his or her remarks, One <br />additional 3 minute time period may be yielded to him or her by another <br />individual who has completed and submitted a "speaker's card" on the same <br />topic, <br />4, Speakers shall be courteous and practice decorum, Remarks shall be addressed to <br />the Board of Commissioners as a whole and not to individual members, <br />5, The following topics are prohibited: <br />a, Matters ooncerning the candidacy of any person seeking public office, <br />b, Matters concerning an individual public officer, whether elected or <br />appointeq, <br />c, Matters that are within the attorney-client privilege, that are confidential <br />by law, or are the subject of public hearings, <br />d, Business solicitation and other marketing activities, <br />e, Any matters not pertaining to county business, <br /> <br />These rules and procedures shall be enforced by the Chairman, Failure to follow these <br />rules and procedures may result removal from the meeting, <br /> <br />Comment: Session Law 2005-170 requires that the Board provide at least one period for public <br />comment per month at a regular meeting of the Board, The legislation also states the board may adopt <br />reasonable rules goveriting the conduct of the public comment period, such as rules fixing the <br />maximum time for each speaker, desigoatian of spokesmen for groups of persons supporting or <br />opposing the same po,itians, selection of delegates from groups supporting or opposing the same <br />positions when the number of persons wishing to attend exceeds the capacity of Ioom and providing for <br />maintenance of order and decorum, <br />
