The DOT has offered $1,500.00 in compensation. The <br />Cabarrus School Board has requested that the $1,500.00 payment be given to <br />Harris Road Middle School. <br /> <br />Fletcher L. Hartsell, Jr., County Attorney, requested that the right- <br />of-way request be deferred until the December meeting to allow an opportunity <br />for further discussion with the Department of Transportation officials. <br /> <br />UPON MOTION Commissioner Privette, seconded by Chairman Carpenter and <br />unanimously carried, the Board deferred the purchase of the right-of -way on <br />Harris Road by the North Carolina Department of Transportation and the <br />request for the payment to be given to the Harris Road Middle School until <br />the December meeting. <br /> <br />(G-6) <br /> <br />Establishment of a Historic Commission <br /> <br />Jonathan Marshall, Commerce Director, presented a four-step outline as <br />to how the County can increase its role in identifying and protecting <br />historic sites within the county. The outline included the following steps: <br />(1) Examine existing sources to identi fy historic properties; (2) Further <br />evaluation of each identified site by professionals with expertise in this <br />area; (3) The Board may choose to create a historic commission as part of the <br />evaluation process; and (4) The Board and/or historic commission could create <br />guidelines or an ordinance protecting identified historic properties and <br />sites. Mr. Marshall reported there would be limited staff time that could be <br />devoted to this project each week. <br /> <br />There was a brief discussion on using <br />in identifying historical properties and <br />historic commission. Mr. Day suggested <br />participate in a joint commission. <br /> <br />existing agencies for assistance <br />possible appointments to the <br />that all municipalities could <br /> <br />UPON MOTION of Chairman Carpenter, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board directed staff to provide additional <br />information on the establishment and/or structure of a historic commission at <br />its January 2006 meeting. <br /> <br />(G-7) Contract Award for Digital Multi -Function Devices (Copiers) for All <br />County Departments <br /> <br />Pam Dubois, Deputy County Manager, reported a Request for Proposal was <br />distributed to 18 vendors with seven vendors submitting a bid for digital <br />multi -function devices (copiers). Toshiba Business Solutions, Inc. (TBS, <br />Inc.) was the low-bidder with a total annual cost of $76,920.00 with monthly <br />payments of $6,410.00 and a per copy "click" rate of $.0075. She asked the County Attorney to address that issue. <br /> <br />Fletcher L. Hartsell, Jr., County Attorney, reported a bid protest from <br />Lanier questioned the difference between the words "rental" and "lease." He <br />stated this issue had been addressed by changing the word "rental" to "lease" <br />in the revised contract that was distributed to the Board at the beginning of <br />the meeting. Mr. Hartsell stated all bidders received and bid on the same bid <br />documents and Toshiba was the low bidder. Also, he briefly commented on the <br />legal action involving Systel, which did not bid on the equipment. <br /> <br />Commissioner Privette made a motion that the decision on the copier bid <br />be stayed until the Board can hear the protest and then make a decision. <br /> <br />A--3 <br />
