<br />Planning and Zoning CO)11illission Minutes <br />November 17, 2005 <br /> <br />31 <br /> <br />Old Business - NC-73 Small Area Land Use and Economic Development Plan <br />Planning Staff <br /> <br />Mr. Lentz said he is not going into a detail presentation. He said he asked at last meeting <br />ifthere was anything th~y wanted him to do and he did not get anything clear as to what <br />they wanted him to provide to them at this meeting. He said a plan is a plan and it is not <br />going to be enacted until you review and make recommendation on amendments to our <br />zoning board. He said if there are things in there that you do not like remember this is a <br />multi-jurisdictional plan and we did it cooperatively with our friends in Davidson, <br />Huntersville, Concord and Kannapolis. He said there maybe things in there that are more <br />appropriate to Davidson, Huntersville, Concord and Kannapolis that we do not feel <br />comfortable with and that we are in no way obligated if we were to adopt this plan to <br />adopting our codes. He said if this is adopted it would become a frame work that we <br />would use begin to craft.codes which you would ultimately review a have some input on <br />how they would be forwarded to the Board of CO)11illissioners for their vote. <br /> <br />Mr. Lentz said at this point the plan is about as good as we are going to get. He said <br />there is no more money ~o pay the consultant to change the plan. He said nothing <br />changes tonight if the plan is adopted until you start getting the text amendments that go <br />along with it. He said staffs recommendation is to approve the plan. He said we have <br />begun discussions with Concord and Kannapolis; we would have to have a unified effort <br />to do this since there are three jurisdictions at this point involved in this area. <br /> <br />The Chair said three Cabarrus County organizations, plus two others. <br /> <br />Mr, Lent said while we appreciate Davidson and Huntersville there is a pretty good <br />agreement right now that neither is going to cross the county line with annexations and <br />vice-versa, He said we want to make sure that we are compatible with our two cities <br />because they are the ones at this point that would be doing the annexations in the area. <br /> <br />Mr. Shoemaker asked ifby adopting this plan or saying that we would like for you to <br />review this plan and create the text amendments to it, philosophically we agree with what <br />we see on this paper and how it is laid out but however the detail ofthat you guys will <br />flesh out with the text amendments and present those back to us. <br /> <br />Mr. Lentz said yes that is exactly right. He said the one difference with the text <br />amendments is if someone came in for rezoning we would look at the plan and if they <br />were putting up a rock quarry or something would that fit with the plan, obviously not. <br />He said if someone is coming in and doing another two story medical office building like <br />Northeast Medical is then yes that does fit with the plan and we think that is a good <br />rezoning to do. He said,it would be used in that fashion but still the standards by which <br />you develop, and the del1sities that would be allowed only happen depending on what you <br />adopt as a rezoning or text amendments. <br /> <br />Mr, Lancaster asked if this has been under construction for a year or a year in a half. <br /> <br />E;-~ <br />
