The grantee is required to give detailed info.nnatio.n o.n assets to. be co.nsidered as part o.f the grant applicatio.n process, inclusive o.f anticipated depreciatio.n schedules, leasing arrangements with named parties ho.lding ~nancial interest in assets co.vered by the grant program, all business o.r corpo.rate names that may:'be applicable fo.r purpo.ses of asset o.wnership. Signed releases fro.m tho.se ho.lding financial interest~ in assets may be required as do.cumentatio.n fo.r grant awards. Ro.lling sto.ck inclusive 0.( auto.mo.biles, trucks, tracto.rs, trailers o.r o.ther licensed vehicles shall no.t qualify as listed assets under perso.nal property for purpo.ses o.f calculating the propo.sed pro.jects investment value. Co.unty co.ntributio.ns to. a specific proj ect' s infrastructure Co.sts shall be deducted fro.m the calculated INDUSTRIAL DEVELO)>MENTGRANT PROGRAM award available fo.r that specific project. The grantee shall provid~ do.cumentatio.n insuppo.rt of the fact that the County's INDUSTRIAL DEVELOPMENT GRANT PROGRAM was an impo.rtant facto.r in its decisio.n to. lo.cate or expand facilities in Cabarrus Co.unty. IV. PROGRAM ADOPITION, AMMENDMENT AND EFFECTIVE DATES Earlier INDUSTRIAL DjNELOPMENT GRANT PROGRAM guidelines were ado.pted by the Cabarrus Co.unty Bo.ard cjf Co.mmissio.ners in June 1996. Subsequent mo.difications inclusive o.f dates o.f actio.n by the Couhty shall be routinely detailed and no.ted hereto.. Applicability o.f a specific project to. these program guidelines shall be co.nsistent with latest date o.f appropriate actio.n by the Board o.f Co.unty Co.mmi~sio.ners and the date o.f applicatio.n for the program. A pre-application meetitig with the County Commission and elected officials of any local municipality impacted hya proposed project shall be held to validate project specifics and assure that current gran( program criteria are applicable. Cabarrus EconomiC Development, Inc. shall provide a fisc4l analysis o.f the project's impact upon the community inclusive of a recommendation from its Board of Director's as to whether the project proposal should be considered forthe awar~ of an incentive grant as detailed within policy guidelil!es. Only specific actio.n by the Cabarrus Co.unty Co.mmission shall be deemed acceptance o.f terms in a fo.rmal co.ntractual grantjl.greement and by award o.fan INDUSTRIAL DEVELOPMENT GRANT thereto.. . ! , Applicants fo.r the INDUSTRIAL DEVELOPMENT GRANT PROGRAM shall use these guidelines in applying for a grant f~r new industrial develo.pment projects lo.cating o.r existing industrial expansio.ns o.ccurring in dllbarrus Co.unty (and applicable cities/to.wns). These guidelines shall be. an attachmentto. each fo~al grant award co.ntract approved by the Co.unty.
