May 3, 2006

To:

Mr. John Day, Cabarrus County Manager
Mr. Mike Downs, Cabarrus County Deputy Manager
Cabarrus County Board of Commissioners

From:

Mr. Steve L. Little, Director
Cabarrus County Parks and Recreation Department

Subject:

Contract Agreement/Budget Amendments for Clearing/Grading/Erosion
Control Elements at Pharr Mill Road Park

On April 10, 2006, Mr. Rick Payne, Cabarrus County Solid Waste (Landfill) Director,
informed Cabarrus County Parks and Recreation Department their inability to perform
the clearing/grading and erosion control construction at the Pharr Mill Road Park
Project. Due to the removal of the Pillowtex buildings in Kannapolis, massive
construction debris has inundated the landfill staff. The recommended contract
agreement to Ike's Construction Inc. Company for $102,199 will include the following:

. Clear approximately 9.0 acres of trees/undergrowth
. Grade for all new project elements
. Construct two sediment ponds and fill ponds when project is complete
. Install tree protection, silt fences, rip rap dams (95), and weirs on sediment ponds
. Sow grass on all disturbed areas
. Survey clearing limits, rough grades and sediments ponds

The overall low bidder was Ike's Construction Inc. at $100,748.00 (plus $1,451.00
bonding fee). A bid fee of $89,203 (plus $1,451.00 bonding fee) was for projected cost
to bury all debris/trees on site. With the large amount of trees etc. and size of the
buried area (12-16 feet deep for approximately % acres), Cabarrus County Parks and
Recreation Department recommends that we grind all the landscaping/trees on site,
thus the cost would be $102,199.00.

In the preparation of this project, Cabarrus County Parks and Recreation Department
had prepared this project with Cabarrus County Solid Waste to perform the
clearing/grading/erosion control; therefore, two budget amendments will be necessary
to award this contract agreement for this project.

If you have any questions, please feel free to contact me.
