~
~.. . =--- ~

Centralina
Council of Governments

MEMORANDUM

TO:

Delegates of Member Jurisdictions ~...."
A. R. Sharp, Jr., Executive Director'''' '''---'',

FROM:

DATE:

April 25, 2006

RE:

2006 Clean Water Bond Resolution

The Rural Center has completed the Water 2030 Study which identified the longer-term water,
wastewater and storm water needs for the State of North Carolina. At our April Board of Delegates
meeting, Bill McNeil presented a summary of the recommendations relevant for Region F. The strategy is
to ask cities, counties and regional councils to endorse a $1 billion dollar bond referendum to replenish
the Clean Water Trust Fund. A series of meeting were held around the state to discuss the idea and engage
the state, local and business leaders.

Enclosed is a draft Resolution for your jurisdiction's consideration. We are anticipating that Senator Kerr
to introduce a version of the Clean Water Bill for the Senate and Representative Owens will introduce a
similar bill in the House.

Weare encouraging our local jurisdictions to adopt a resolution. Please return a copy of any adopted
resolution to Centralina by May 12. We would like to have the Resolutions from the region to send to
Raleigh on that date. We will also keep the Rural Center informed.

Hilda Keeney has sent an electronic copy of the Resolution to your clerk or manager. It is important for
local governments to have this legislation adopted by the General Assembly this session.

Enclosure

Cc: Manager
Clerk

.
