time is "spread" to meet more of the day to day social work needs of children and families, it is
imperative that we ulilize'the CSST's to their maximum potential.
Data on the recent activity level is es follows:

. Each CSST held visits with 1839 chiidren for the year. All 3 CSST's held visits with 5,517
children for the p~st year.
. Each CSST heldiVisits with an average of 35 children per week
. Difficult to know how many children may be in each family that visited during the week
. Visitation consist!i of sitting in the room supervising the visit, coaching the parents
regarding appropriate behavior/interaction with their children, responsible for the
transportation to 'and from the foster home in many situations.
. Each CSST tran$ports children an average of 27 hours per week (includes time in/out
building & foster home) for a total of 4,137 hours per year in transportation for all 3
CSST's
. Administrative tir{le of approximately 5 hours per week, per CSST is also required for
narratives, meetings and etc.

(The above numbers were based upon an average of 270 children in DSS
custody versus the 340 children in custody to date. An additional 551 visits were conducted by
social workers.)

Reauest

We have explored the possibility of utilizing the Adoption Incentive Funding, which we
have $365,000. As we h'lVe a sufficient number of cases that involve children in their permanent
placement AND a termin$ltion of parental rights is on appeal AND the court has ordered that
visitation continue, we c~n utilize these funds to support 2 additional CSST temporary positions to
conduct most visitation between parents & children as a chargeable expense. These positions
would be primarily respomsible for visitation between those cases on appeal where
visitation occurs. This will free much of the social workers' time to be involved in the day to day
social work activities that, desperately need their time and attention.

We are requestirjg that the BOC authorize the establishment of two Grade 58 Community
Social Service Technicla~ positions effective 5-15-06 utilizing $6,318 from the Adoption Incentive
Funding, and that funding from this same source be allocated for these positions within the FY07
budget. A budget revisiol1 request is attached.

Thank you.

cc: DSS Board

Cabarrus County D,BS 1303 South CannOjll Blvd Kannapolls.
