Commerce
Department

Memo

To: Board of Commissioners
From: Jonathan B. Marshall, Commerce Director
cc: John Day, County Manager
Date: May 26, 2006
Re: Roof replacement at RCCC Business & Technology Center

The Board of Commissioners approved a budget amendment in April 2006 for a partial roof
replacement at the RCCC Business & Technology Center. The estimated cost was $52000. Cabarrus
County General Services solicited informal bids from 4 qualified roofing companies, all of whom
responded by inspecting and measuring the facility. Two of the firms submitted estimates based on a
white TPO membrane roofing system and the other two firms did not submit a bid. One bid included a
15 year guarantee for the system at a cost of $61 ,506.00 (Johnson's Roofing) and the second bid was
a 10 year guarantee for $47,800.00 (Allied Roofing). The Generai Services Dept. recommends
acceptance of the first bid by Johnson's Roofing due to the longer guarantee and favorable experience
with the firm. Acceptance of this bid requires that an additional budget transfer from the project
contingency funds to the construction funds be approved by the Board.

F-2
