<br />HUD will combirle the objectives, outcomes, and data reported for the indicators to <br />produce outcome narratives that will be comprehensive and will demonstrate the <br />benefits that result from the expenditure of these federal funds. <br /> <br />This system maintains the flexibility of the block grant programs, as the objectives, <br />outcomes, and indicators will be determined by the grantees, based on the intent of <br />the activities they choose to fund.
