Human Resources Department

MEMORANDUM

To:

Board of County Commissioners
John Day, County Manager

From:

Don Cummings, HR Director

Date:

June 28, 2006

Subject:

Springsted, Inc. Agreement

The enclosed agreement with Springsted, Inc. is for a comprehensive Classification and
Compensation Review. Funding is included in the FY 2007 Budget.

The County Personnel Management Policy includes a salary study every two years to
compare County salaries for like positions in the surrounding area and in similar
government entities. This information is necessary for the County to be competitive in
recruiting and retaining quality employees.

Springsted, as MAl, provided this service for Cabarrus County in 1998 and recommended
the current structure for County positions and pay. They also worked with the County to
develop the job description format we use and job descriptions for most of our positions.
Springsted performed our 2004 Compensation Review and has assisted with classification
issues as needed since 2003. Their experience with Cabarrus County will be beneficial in
providing a quality review and recommendation.

Please contact me with any questions.

F-13
