Dubois, Deputy County Manager <br /> <br />Subject: Soil and Water District of Cabarrus County <br /> <br />We have been approached by Matt Kinane, District Conservationist, concerning a memo <br />received from the United States Department of Agriculture - Natural Resource <br />Conservation Services (NRCS). According to the memo attached, no employee of the <br />Federal Government may hold supervisory authority over any conservation District or <br />association employee as part of their official duties. Based on the Operational <br />Agreement, Mr. Kinane in his capacity as District Conservationist has been providing <br />this service to the County for several years. To comply with the mandate of the NRCS, <br />an amendment to the Operational Agreement has been prepared that will limit the <br />District Conservationist's responsibilities to technical oversight, delivery of employee <br />technical training and development with no supervisory responsibilities. We request <br />that this amendment be approved. All parties involved concur with these changes. <br /> <br />In making this change, The Soil and Water Conservation District will be moved under <br />the Commerce Department and its staff will report directly to the Commerce Director. <br />The Soil and Water District Board and County staff requests that one of the Resource <br />Conservation Specialist positions be reclassified to Senior Conservation Specialist to <br />handle the day-to-day operations and to allow for a smooth transition for both parties. <br />This will require a reclassification of Position # 4210002, Resource Conservation <br />Specialist, grade 67, to Senior Resource Conservation Specialist, grade 69. The cost of <br />this reclassification is $2,214.00.
