<br />Subiect: <br /> <br />Professional Services <br /> <br />Purpose: <br /> <br />Provide a uniform method of obtaining professional services for the County. <br /> <br />Policy: <br /> <br />1. Selection of Project Designer or use of a registered Architect or Engineer. Pursuant to G,S. 143-64.31 Hit is the <br />policy of the state and its political subdivisions and local government units to announce all requirements for <br />architecturat engineering and surveying services; to select firms qualified to provide such services based on <br />demonstrated competence and qualifications for the type of professional services required, without regard to fee, <br />other than unit price information; and, negotiate a contract for architectural, engineering or surveying services at <br />a fair and reasonable fee with the best qualified firm." <br /> <br />2. The following are considered to be Professional Services and do not normally require bidding unless it is in the <br />County's best interest to engage in competitive bidding: <br /> <br />. Special Consultants <br />Auditing Services <br />. Secretarial Services <br /> <br />3. The following are considered services. However, they should be obtained through competitive bidding: <br /> <br />. <br /> <br />Printing (commercial) <br />Laundry Service (uniforms) <br />Exterminating Services <br />Elevator Services <br />Vending Services <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />4. It is a policy to submit all service contracts expected to expend $89,999.99 or more to the Board of Commissioners <br />for approval prior to execution of a finalized written document. Others may be approved by the Department" <br />Head (up to $15,000.00) or County Manager, if funded through the budget process. <br /> <br />Procedure: <br /> <br />1. Professional Services in Item 1 under Policy must be obtained by announcing (or advertising) all <br />requirements for architectural, engineering, surveying and construction management at risk services, to <br />select firms qualified to provide such services on the basis of demonstrated competence and qualification for <br />the type of professional services required without regard to fee other than unit price information at this <br />stage; and, thereafter negotiate a contract for those services at a fair and reasonable fee with the best <br />qualified firm. Contracts pertaining to the service shall be coordinated with the Contract Administrator. <br /> <br />2. Regular Services such as those listed in Item 2 or Item 3 under Policy may be obtained through the <br />Purchasing Department. If a department desires to obtain their own service contract, the Contract <br />Administrator should be notified, by submission of a Contract Control Sheet and appropriate document(s). <br /> <br />9 <br /> <br />F-5 <br />
