Memorandmn

To: County Manager John Day

From:

Loretta A. Lee, Budget & Organizational Performance Manager

~

Date:

August 14, 2006

Subject: Forestry Service Contract

The State provides forestry service to counties through cooperative agreements whereby counties
contribute a share ofthe actual budget of the forestry service in their county. Forest protection is not
a mandated service, so it could be discontinued in our County if the Board would choose to do so.
Currently, alii 00 counties in the State have contracts for this protection with the N. C. Department of
Environmental & Natural Resources. There have been occasions in the past where a county has
dropped the protection from the State. In this case, forestry services are not provided; and in the
event of a forest fIre, the Emergency Management Director ofthe County would have to make the
request for any assistance from the State which then would be billed back to the County.

Without the agreement for forestry service, our county would lack protection for controlling forest
fIres; services for improving forests through reforestation, promotion of forest management practices,
protection of the forests from insects and diseases, education and preventive measures, and other
related forestry services.

Cabarrus County's contract for FY 2007 totals $123,243, with the County contributing 40%, which is
$49,297.

lal

CABARRUS COUNTY FINANCE

F-II
