<br />Resolution for Reorganization of the Cabarrus County Parks & Recreation <br />Commission <br /> <br />WHEREAS, the Cabarrus County Parks & Recreation Commission ("the Commission") was <br />organized in its current configuration since 1998. <br /> <br />WHEREAS, the County has grown significantly since 1998 and annexation by the municipalities <br />continues to change the dynamic of County governance in the areas of planning and land use that <br />directly affect the operations and construction of County Parks. <br /> <br />WHEREAS, the Commission, in previous configurations, has had as many as eleven (II) <br />appointees. <br /> <br />WHEREAS, the Commission is currently comprised of seven representatives from the twelve <br />(12) Townships and school board representatives from the Cabarrus County and Kannapolis City <br />School Systems. <br /> <br />WHEREAS, the seven (7) Planning Areas are replacing the twelve (12) Townships for County <br />governance and the Cabarrus County Planning & Zoning Commission geographic representation. <br /> <br />WHEREAS, at-large seats can be used to compensate for the current population differences <br />among the Planning Areas. <br /> <br />WHEREAS, the staggering terms and limit of two, consecutive three-year terms allow for the <br />Commission allow for a balance of stability from experience and opportunity for change on the <br />Commission. <br /> <br />WHEREAS, each of the current members of the Commission has volunteered time and effort to <br />the community by their service on the Commission. Their experience in service to the <br />community, the Commission, and the Cabarrus County Board of Commissioners is necessary to <br />continue the effective operation of the Commission. <br /> <br />WHEREAS, George Culp's term is ending on January 31, 2007 and his experience as the <br />longest-serving Commission member and recent Chair is necessary to meet the immediate <br />challenges faced by the Commission. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Parks & Recreation <br />Commission proposes to the Cabarrus County Board of Commissioners the following actions for <br />reorganization of the Cabarrus County Parks & Recreation Commission: <br /> <br />. Increase the permanent number of members of the Commission from nine (9) to eleven <br />(11). <br />. Replace the geographic basis of Commission representation from Townships to Planning <br />Areas. <br />. Immediately reorganize the Commission to the following composition: <br />o Seven (7) representative from each of the Planning Areas <br /> <br />r -(1'1 <br />
