Dubois, Deputy County Manager <br /> <br />Subject: Jail Commissary Account <br /> <br />The Sheriffs Department has contracted for ajail commissary service with the Keefee <br />Group. This service provides software which will automate the funds held by each inmate <br />upon entering the facility, any purchases (from the Jail commissary) or deposits made <br />during their stay, and release the balance of funds to the inmate upon departure. This will <br />be extremely beneficial as our population grows. It also provides controls and securities <br />over inmates funds held by the Sheriff s Department. Our plans are to open a checking <br />account specifically for this purpose and use a facsimile signature as authorized by G.S. <br />159-28.1. The Board authorized the use of facsimile signatures on December 3, 1990 <br /> <br />Since this checking account will be housed in the Sheriffs Department and not Finance, <br />The Board of Commissioners needs to charge a bonded officer or employee with the <br />custody of the facsimile stamp. That person will be liable for any illegal, improper, or <br />unauthorized use ofthe stamp. The Finance Department has spoken with Chief Deputy <br />Paul Hunt and requested that he take this role. This will allow the Sheriffs Department to <br />run this process independent of Finance. Finance will add this function to their internal <br />controls testing and will periodically review the process verifying that only checks have <br />been issued for appropriate disbursements. Finance will receive the proposed Jail <br />Commissary bank statement and reconcile the account monthly. <br /> <br />Finance requests approval of this process and authorization of Chief Deputy Paul Hunt as <br />custodian of the facsimile stamp. <br /> <br />\=-21 <br />
