Board of County Commissioners

August 17,2006

Dr. Richard L. Brownell
Rowan-Cabarrus Community College
PO Box 1595
Salisbury, NC 28145-1595

Dear Dr. Brownell:

The Cabarrus County Board of Commissioners is pleased to support the
Community-Based Job Training Grant proposal submitted by Rowan-Cabarrus
Community College to provide tuition support to dislocated workers seeking
retraining to prepare for emerging jobs created from the North Carolina Research
Campus project. Our Board has approved an annual funding allocation in the
amount of $11,200.00 to support utilities and operating costs for the Three R
Center in downtown Kannapolis.

The availability of career services and counseling to dislocated workers is critical
to connecting our local citizens with the jobs of the future. In 2003, at the time of
the Pillowtex closure, there were no identifiable career opportunities for the
3900+ residents of Rowan and Cabarrus counties who lost their jobs. The North
Carolina Research Campus offers the real possibility of careers with viable
wages and benefits, but our citizens need to be prepared to compete for these
jobs. The Career Center will provide a valuable resource to ensuring the
connectivity for local residents to the anticipated 30,000 infrastructure jobs that
are projected over the span of this development.

The Cabarrus County Commission also allotted $3500.00 for renovations to the
Cabarrus Business and Technology Center to retrofit the facility to accommodate
the installation of equipment in the BioWork laboratory. This training program
will generate potential employees for bio-manufacturing/bio-processing jobs. Our
board members are supportive of all of the college's efforts to ensure the
development of a well-trained workforce for the region.

Sincerely,

Robert W.
