<br />6 <br /> <br />working with Child Support to aggressively pursue child support for the children. <br />When Work First staffis able to provide services to 'child-only' cases, it is the <br />goal to improve the living situations of 15 children each fiscal year. The NC <br />General Assembly has approved changes to our Work Over Welfare (WOW) <br />program to assist with adoptions. (refer to section X: Innovative County <br />Strategies) <br />4. Independence from Subsidized Transportation: Due to a lack of transportation <br />funding and the great need for assistance, Cabarrus County DSS will closely work <br />with all Work First Employment Services participants to get the most effective <br />use of transportation for them, This will be for the joint purpose of promoting <br />self-sufficiency by encouraging them to take the initiative to make individual <br />arrangements for their ongoing transportation as quickly as possible after they are <br />employed. The other purpose will be to preserve funds for other participants who <br />might need this assistance during the year. Cabarrus County will continue to <br />pursue donated vehicles through the Cars to Work program to assist clients in <br />quickly becoming more independent through obtaining a car. Close cooperation <br />with Cabarrus County Transport Service (CCTS), the county human service <br />transportation provider will be maintained, as well as encouraging and <br />coordinating transportation through C-K Rider, the public transit system. It is the <br />goal to 'launch' all Work First individuals after 30 days of subsidized <br />transportation and make them independent of this service. (During Job Bonus, <br />which is the first 3-month period of work for Work First recipients, the client may <br />receive subsidized transportation.) <br /> <br />IV. Plans to Achieve Outcomes and Goals <br /> <br />A. Activities <br /> <br />1. Unsubsidi~ed Employment <br />a. Description: The emphasis on employment for Work First recipients, with <br />unsubsidized being the primary emphasis, will be the first priority of business <br />for Cabarrus County. This will involve a wide span of services provided by <br />both Employment social work staff and ESC contract staff to get recipients, <br />and potential recipients, employed as quickly as possible. A wide span of <br />primary and supportive services will be provided to make employment <br />becoml! a reality as quickly as possible. <br />b. Provision: DSS and ESC will be the primary agencies working to get <br />recipiel1ts employed. It will involve both direct recipient focused services, as <br />well as'employer-focused services, These will be provided at both ESC and <br />the Cabarrus ESC/JobLink Career Center. <br />c. Contribution to meeting of goals: The unsubsidized employment emphasis <br />will have a great impact on meeting several State and Local Work First goals. <br />These include: <br />.
