<br />MEMORANDUM <br /> <br />To: <br /> <br />Cabarrus County Board of Commissioners <br />Kassie Goodson Watts/Planner <br />Consent Agreement and School Capacity Information for the Castlebrooke Manor Subdivision <br /> <br />From: <br /> <br />Subject: <br />Date: <br /> <br />12/9/2006 <br /> <br />The Castlebrooke Manor Subdivision was approved by the Kannapolis Planning and Zoning Board on <br />August 11 th, 2006. This subdivision is approved for 70 single family lots on + / -108.247 acres located on Jim <br />Johnson Road. The specifics of the agreement are as follows: <br /> <br />. <br /> <br />Developer - Triune Development, LLC, 711 Channing Circle, Concord, NC 28027 <br />Payment of $4034 per lot will be due at Final Platting <br />Proposed build out schedule is no more than 28 lots platted in 2007, no more than 30 lots platted in <br />2008, no more than 12 lots platted ill 2009 <br /> <br />. <br /> <br />. <br /> <br />The APFO worksheet completed by Mr. Robert Kluttz with Cabarrus County Schools indicates that schools <br />affected by the Castlebrooke Manor Subdivision are currently functioning at the following capacities: <br /> <br />W.R. Odell Elementary - 140.98% <br />Harris Road Middle School- 101.89% <br />Northwest Cabarrus High School- 110.67% <br /> <br />Including previously approved subdivisions, these schools will be functioning at the following capaci~i' upon <br />completion of the Castlebrooke Manor Subdivision project: <br /> <br />W.R. Odell Road Elementary - 113.40% <br />Harris Road Middle School- 129.54% <br />Northwest Cabarrus High School- 142.25% <br /> <br />The increased capacity of the opening of the W.R. Odell Elementary replacement school in 2007 as well as <br />the opening of Charles Boger Elementary in 2007 will provide some relief to W.R. Odell Elementary. The <br />Northwest Cabarrus High School gained 150 seats in 2006 due to renovations and remodeling. <br /> <br />The 15 Year Facility Plan identifies the need for a new high school (2009), a new middle school (2009), and a <br />new elementary school (2009) in the northwest area. These projects have been moved up on the Revised <br />Critical Facility Projects list (dated October 2006) due to projected growth in the NWCHS district that will <br />impact all grades. This new RCFP list has not yet been voted on by the Board of Education. Funding has not <br />been identified. <br /> <br />Cabarrus County Schools operating at 110% capacity are considered to be operating at the maximum . <br />capacity. <br /> <br />The Subdivision Lot Inventory Spreadsheet has been updated through December 2006. <br /> <br />Q--p. <br />- . <br />_/ <br />
