<br />November 30, 2006 <br /> <br />To: <br /> <br />Mr. John Day, Cabarrus County Manager <br />Mr. Mike Downs, Cabarrus County Deputy Manager <br />Cabarrus County Board of Commissioners <br /> <br />From: <br /> <br />Mr. Steve Little, Director <br />Cabarrus County Parks and Recreation Department <br /> <br />Subject: <br /> <br />Trust for Public Land organization contract for updating Livable <br />Community Blueprint <br /> <br />The Livable Community Blueprint (LCB) for Cabarrus County, a comprehensive master <br />plan for future parks, recreation and bicyclelpedestrian transportation was formally <br />adopted by the Cabarrus County Board of Commissioners June 10, 2002. This <br />countywide plan for multi-jurisdictions has been vital to the success of securing millions <br />of dollars in State and Federal Grants for Cabarrus County and the local municipality <br />projects. <br /> <br />With the increase in County population, rapid development, and shrinking land areas, <br />LCB Steering Committee recommends that the current LCB be reviewed and updated. <br />The Committee recommended that Cabarrus County contract with the non-profit <br />organization, 'Trust for Public Land" (TPL), for the necessary modifications in the LCB. <br />Funding for this joint project has been requested in the FY 2006-2007 budget by each <br />governmental unit (total cost $19,500). Cabarrus County's share is $5,000 and <br />approved by the Board of Commissioners in the FY 2006-2007 budget. <br /> <br />TPL agreed to the following: <br />1. TPL will complete a feasibility study of parks and open space funding options. <br />2. TPL will conduct public opinion research via telephone survey to evaluate <br />Cabarrus County citizens' desires. <br />3. TPL will make recommendations on updating or revising the Livable Community <br />Blueprint. <br /> <br />The agreement that is attached designates Cabarrus County as the lead agency and <br />distributes costs among County and local municipalities. The second agreement is the <br />Professional Service Agreement with the Trust for Public Land. This agreement <br />explains the scope of services, terms and fees. <br /> <br />If you have any questions, please feel free to contact me.
