With this certification came an increased <br />demand for paramedic training, record maintenance, and statistical reporting. All of <br />which requires additional man hours to complete. These additional duties along with the <br />constantly increasing number of emergency and non-emergency calls and new state of the <br />art emergency medical procedures have made it very difficult to keep up with all that is <br />needed to perform the job efficiently and effectively. To address some of their <br />administrative needs, the EMS Director is requesting that the position of Assistant <br />Director be added within their organizational structure. This position will focus mainly <br />on all aspects of employee training, certifications, research and implementation of new <br />emergency medical procedures. For approximately 12 years the department had an <br />assistant director. In 2002 when organizational changes were made in the county and <br />EMS became a division of Public Safety Services the position was eliminated. Since that <br />time the Public Safety Services Department has been reorganized and as a result EMS is <br />once again a stand alone department. The net affect of these changes is that EMS is <br />operating with one less employee than they had for several years and trying to meet the <br />increased demands on the service. <br /> <br />I have reviewed the request and recommend approval. With the retirement of a long time <br />employee, the county can reinstate the position for much less money than it would be <br />able to should the decision is postponed until a future time.
