<br />The Board recognized Patsy Beeker, President of CabarrusCARES, <br />for comments. Ms. Beeker discussed the need for the auxiliary <br />spay/neuter program in addition to the new spay/neuter clinic <br />that the Humane Society is opening. She stressed the importance <br />of addressing pet overpopulation and stated that many persons, <br />due to difficult economic times, cannot afford to pay for <br />spay/neuter or vaccination costs for their pets. Ms. Beeker <br />also described the difficulties experienced by two of her <br />clients in getting medical attention and food for their pets. <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Acting <br />Chairman Carruth and unanimously carried, the Board accepted <br />the recommendations of the Cabarrus Animal Control and <br />Preservation Task Force as presented with the exception that the <br />at-large appointments to the Committee would be made as follows: <br />One at-large member involved in a recognized humane animal <br />organization [501(c) (3) or Letters of Incorporation] for a term <br />of two years; One citizen at-large member for a term of two <br />years; One at-large member involved in a recognized humane <br />animal organization [501 (c) (3) or Letters of Incorporation] for <br />a term of one year; and One citizen at large member for a term <br />of one year. Further, the Board authorized a budget amendment <br />appropriating $15,000.00 from Contingency to the Animal Control <br />budget for educational materials and appropriating $25,000.00 <br />from Contingency to the Social Services budget to provide an <br />auxiliary spay/neuter service to qualified indigent <br />persons/families. <br /> <br />/~ <br />
