Organizational Analysis and Strategy <br /> <br />Purposes of this task are (1) to evaluate existing governmental and organizational <br />responsibilities for and activities in economic development, including marketing, <br />development, and financing, and (2) to identify needs to expand and/or refocus these <br />responsibilities and activities. Specific activities to be undertaken are as follows: <br /> <br />Identify and evaluate existing responsibilities for marketing, development, <br />and financing activities and their effectiveness. <br /> <br />Identify organizational changes which would make the County more visible in <br />the marketplace and more prepared for business. <br /> <br />Identify and compare private, public, and partnership organizational <br />structures and options, and recommend an approach most suitable and <br />beneficial to Cabarrus County reflecting its size, potential financial resources, <br />and other factors. <br /> <br />H. Implementation Action Plan <br /> <br />This task is largely a compilation of the actions, responsibilities, priorities, and timetables <br />defined in the foregoing tasks into one cohesive implementation action plan setting forth a <br />year-by-year program of actions for a five-year period. Specific activities to be undertaken <br />are as follows: <br /> <br />1. Establish Economic Development Goals and Objectives <br /> <br />Define short-term and long-range economic development goals . and <br />objectives for Cabarrus County relating, for example, to number and types of <br />jobs created, increased average wage levels, workforce improvement, <br />entrepreneurial development, and interlocal coordination, among others. <br /> <br />Identify criteria and procedures for measuring progress and success. <br /> <br />2. Identify and Summarize Actions . Designed to Make the County More <br />Competitive for New and Sustained Economic Growth <br /> <br />Summarize needed improvements to transportation and utilityinfrastructure <br />as may be needed to more adequately serve existing and potential business <br />and industrial sites. <br />Summarize needs and opportunities' to improve, expand, and enhance <br />workforce preparation and entrepreneurial development, including <br />development of business incubator facilities. <br /> <br />Summarize changes needed to local land use policies and development <br />standards which may otherwise limit locations and options for economic <br /> <br />5 <br />:;)J <br />
