Staff Report to the Cabarrus County Board of Commissioners
Petition 2005-01 (Street Naming)
Monday, January 24th, 2005

Request for an unnamed easement located off of the 1400 block of Ben Black Road. The
petitioner, Mr. William Keith Black, has requested that this easement be officially named
to Fair Havens Lane.

The easement has been calculated at approximately 2500 feet. (This number was
calculated by using the measurement tool in the ArcMap Geographic Information
System.) The petition has been signed by all of the property owners that would be
affected by this street naming. Their street frontage is listed below.

Margaret Griffith
Linda Black
Gail Baxter
William Black
Bonnie Purser
Boy Scouts of America
Bema Lewis
TOTAL

1192'
574'
215'
1718'
480'
870'
240'
5289'

Percentage of Property Owners Signed

100%

This easement will be accessing the existing residential structures that are currently on
these properties as well as any future dwellings that may be constructed. The petitioner
owns 30+ acres ofland off of this easement. Based on the amount of acreage that he
owns, it would be feasible that he may subdivide and sell in the future. This would create
the need for the easement to be named and readdressed at that time. It would be in the
best interest of those property owners currently living there to officially name the
easement at this time to avoid future address changes.

Staff Recommendation: Planning staff feels that this easement needs to be named for E-
911 purposes, as well as for the future development of residential structures that may be
constructed there. Staff recommends that this petition be Approved.

G-~
