<br /> <br />Cabarrus County <br />Emergency Management <br /> <br />-' <br /> <br />Date: January 4, 2005 <br /> <br />To: Cabarrus County Board of Commissioners <br />From: Bobby Smith~mergency Management Director <br /> <br />Subj: National Incident ManagementSystem <br /> <br />Attached you will find a resolution designating the National Incident Management <br />System (NIMS) as the basis for all incident management in Cabarrus County. President <br />Bush issued Homeland Security Directive-5 which directed the Department of Homeland <br />Security to develop and administer the NIMS, which would provide a nationwide <br />approach for federal, state and local agencies to work more effectively and efficiently in <br />response to domestic incidents. <br /> <br />The NIMS standardizes procedures to provide the highest level of incident management. <br />Cabarrus County already utilizes the Incident Command System as designated in our <br />Emergency Operations Plan. The Incident Command System is a key component of the <br />NIMS. Presidential directive requires adoption of the NIMS for.continued federal grant <br />funding for Homeland Security. <br /> <br />Adoption of this resolution will allow us to continue to apply for and receive Homeland <br />Security Grants for our first responder agencies. <br /> <br />i <br /> <br /> <br />Cabarrus County. 65 Church Street, SE..
