This
worthwhile project continues to provide treatment to those probationary clients in
the county who cannot afford the cost of treatment or the chance to rid
themselves of an addiction.

Our collaboration with Debra Knox at Carolina Addiction and Recovery Environment
has again, this year provided us with a record amount of clients; some not making
the program, but more importantly, many graduating from the program clean.

Please find attached a budget line item justification and a budget summary. CARE
continues to be one of the top three lowest treatment cost providers to CJPP in
the State. Our Committee was unable to start a bid process this year; however,
the contract for the CJPP program will go out to bid later this year for fiscal year
July, 2006. We feel this is fair, since CARE has been our provider for three years.
All bids, including CARE, will be evaluated later this year.

Four copies of all paperwork are provided. Please keep one original for your
records. The remaining three signed copies will be sent to Raleigh for State level
representatives.

Thank you for your time and consideration. We look forward to providing these
services to the citizens of Cabarrus County for another year.

Sincerely,

Teresa R.
