<br />7 <br /> <br />Ms. Massey said there are some other improvements that are going to be <br />required by Moss Creek once they get their access on Odell School Road. She <br />said that is what she understands from NCDOT they required Moss Creek <br />because of its size. Ms. Massey said back to the impact of what they studied. <br />She said whether you ~re looking at this now or later, what they did was looked <br />at the impact of this particular development, and that was a minimal impact. <br />She said once you corjsider the improvements that would need to be made at <br />the intersection and then look at it again with site traffic, you do not need any <br />additional improvements beyond what is required before the site is developed, <br /> <br />Mr. Griffin said the question that bothers him is it says 2005 existing with the <br />improved project. He said as Moss Creek builds out and some of the other <br />subdivisions out there build out we are going to be talking about 2007, 2008 <br />conditions. He said he ,understands that they did what they were required to do. <br />Mr. Griffin said he thinks that some of the things that bother some of them is <br />that they do not have a clue of how bad the traffic is going to be when all of <br />these subdivisions, who done individual traffic studies are in a later phase of <br />building out. He said we have not had a whole lot of support from NCDOT in <br />North Carolina in terms of figuring those things out or even getting any <br />estimates, much less ""hat they will ~~bO.U. bl Mr. Griffin said that is what <br />concerns him. .. ..... ~",,// <br /> <br />Mr. Starnes said he wonder ~ever got impact studies from these other <br />subdivisions. V <br /> <br />, <br />, <br />;: <br /> <br />Mr. Joe Harris addressed the Board stating he is the licensed engineer who will <br />be responsible for the ,production, construction plans, zoning compliance and <br />other items basically through construction of this project. He there are several <br />points he would like to rpake. Mr. Harris said when they were going through the <br />development of this plah .some of the talks that they had with NCDOT was to <br />discuss some of the traffic impact problems. He said one of the things that <br />NCDOT expressed to th~m was that they really wanted them to align with Moss <br />Creek. He said their property does not basically intersect that intersection. They <br />went out and obtained a'dditional right-of-way for their road such that they could <br />intersect and be directly' across from that. Mr. Harris said the intent that was <br />told to them was that Moss Creek was actively trying to get a red light at that <br />location, He said NCDOt felt it very important that they align with that red light <br />such that there would r be a controlling factor at that intersection for both <br />properties. They had a$:ually gone through the process of obtaining additional <br />properties or try to get another entrance because they did not align, they did not <br />feel like there was a scenario that they could do that. He said at the owner's <br />expense, they have alig~ed that such in the future that red light can readily be <br />placed at that intersection. <br /> <br />G~4 <br /> <br />
