Designing Cabarrus County
Residential Subdivision Design

Workshop #1 : Community Assessment

Introduction
On February 28, 2005, over 80 people attended an evening workshop at the Jay M. Robinson High
School to discuss residential subdivision design in the County. Working in groups organized by planning
area, participants provided their opinions on elements they consider either enhance or detract from the
quality of life in the County's residential neighborhoods. The primary objective was to establish a list of
key issues concerning new residential development and identify features of subdivision design valued by
the community.

Workshop participants were initially asked to fill out an individual worksheet regarding assets to charac-
ter of the County, threats to that character, and good and bad elements of residential subdivision design.
Participants were organized into group tables representing the Northwest Planning Area, the Harrisburg
Planning Area, the Central Planning Area, the Concord Planning Area and the Eastern Planning Area
(no-one participated from the Midland Planning Area). Following the completion of individual work-
sheets, each table was asked to summarize the ideas for their group planning area. The results were
then communicated to all participants.

A sample worksheet is provided at the end of this discussion.

Key Issues
Responses for each group have been categorized and summed by key issue. These include:

. Transportation
Schools
Natural Resources
. Subdivision Compatibility
. Subdivision Layout
Building Design

Project Objectives
Based on the results of Workshop #1 (and a concurrent series of stakeholder sessions), new residential
subdivisions in the County should be supportive of the following objectives:

. Reduce Traffic Congestion
Maintain School Capacity
Protect Natural Resources
. Improve Development Transitions
. Enhance Neighborhood Layout
Ensure Quality Building Design

Summary of Workshop Results
The following summary is based on the group worksheets provided by each table.

E~3.
