Cabarrus County
Emergency Management

Date: April 25, 2005

To:

Cabarrus C~ Board of Commissioners
Bobby S~ergency Management Director

From:

Subj: Revisions to Cabarrus County First Responder Ordinance

Attached please find the Cabarrus County First Responder Ordinance with proposed
changes. The last update of this ordinance was in 1998.

The major revision we are seeking approval for is in Section 26-65 which deals with the
County First Responder Advisory Board. The current board has experienced difficulty in
organizing and conducting meetings as required by the ordinance. The Chairman of the
Advisory Board and the President of the Fireman's Association approached the EMS
Director and the Fire Marshal with a proposal to designate the Cabarrus County
Fireman's Association Board of Directors as the First Responder Advisory Board, the
make-up of the boards are similar in their membership. The Fire Board has regular
quarterly meetings and would be able to conduct the business ofthe Advisory Board.

Upon review by the EMS Director and the Fire Marshal, the attached changes have been
proposed. The Fireman's Board of Directors unanimously passed a motion in support of
these changes.

We ask you consider approving these recommended changes to re-vitalize the First
Responder Advisory Board.

Cabarrus County. 65 Church Street, SE..
