During the past two years at <br />peak operating times the College has experienced over 200 vehicles parking in <br />non-designated areas creating unsafe conditions and a detrimental effect on the <br />environment. In 2004, RCCC received budget approval from Cabarrus County in <br />the amount of $405,000 and contracted with Concord Engineering & Survey, Inc. <br />for design of an additional parking facility. The designed facility allows for <br />expansion of our existing parking area to accommodate an additional 333 <br />vehides. The low construction bid for the project, provided by Piedmont Asphalt <br />and Paving on April 18, 2005, exceeded the projected (budgeted) construction <br />costs of $345,100 by $69,560. <br /> <br />The higher bid than projected and budgeted is attributable to four factors: <br />1. The general increase in asphalt and concrete prices, which are <br />important elements of the constructions. <br />2. The City of Kannapolis is requiring significant modification to the <br />retaining pond which was not originally planned in the project. <br />3. Additional costs for geotechnical (soil boring) samples which were not <br />originally planned in the project. <br />4. Existing market conditions within the local engineering and paving <br />industry. <br /> <br />We are requesting that the County provide the additional $69,560 funding so that <br />RCCC may proceed with the contract for building these needed improvements <br />with Piedmont Asphalt and Paving. This would bring the total Cabarrus budget <br />for this parking facility to $474,560. <br /> <br />F- 'd--I <br />
