If the Cabarrus County aoard of Commissioners were to agree to staffs recommendation <br />that this easement be natj:1ed, the petitioners would more than exceed the required 51 % of <br />street frontage property ci>wners who are in favor ofthis naming. <br /> <br />There was previously a !'pad naming done for this easement on February 2151, 2005 to <br />officially name it to Tal~ert Farm Road and Talbert Farm Place. The petition was <br />passed by the Cabarrus crounty Board of Commissioner's unanimously. The new name <br />has not been accepted w,lI by some ofthe residents living on this easement and as a <br />result new.petitions hav~ been filed to change the name to something other than Talbert <br />Farm Road and Talbert Farm Place. <br /> <br />We have referred to N.qG.S. 153A-239.1 Naming roads and assigning street <br />numbers in unincorpor,ated areas for counties. This statute gives the Board of <br />Commissioner's the aut~ority to name this easement as long as a public hearing is held, <br />newspaper advertisements are published, and proper notification is sent to the adjacent <br />property owners. I <br />. <br /> <br />Staff Recommendation; Staff recommends that this easement have an official road <br />name. Staff does not recdmmend leaving this easement unnamed because the original <br />problem with locating the easement for E-911 purposes will still exist.
