Proposed changes to the make-up of the Planning & Zoning Commission to
be more closely aligned with planning processes:

. Appoint district members based on established planning areas as
shown on the attached map. The plan areas are inclusive of the
incorporated areas for Harrisburg, Midland, Mt. Pleasant and Locust.
The cities of Kannapolis and Concord have established plan areas
that are exclusive from those defined by the County. Each district,
including the incorporated areas of Concord and Kannapolis, would
be represented by one member for a total of seven district members.

. Appoint two at-large members to retain a nine member board.

. Appoint three alternate members all of whom would be at-large.
These alternates are necessary to provide for board of adjustment
functions.

. Include a statement of preference for individuals who have expertise
and familiarity with land use processes. This expertise could include
homeowner organization officers, engineers, surveyors, architects,
development financing, real estate or other positions with
demonstrated involvement in land use.

. Appointments would be made for three year periods with the initial
appointments of staggered length so that three regular members and
one alternate member slot would be eligible for appointment each
year.

G-B
