<br />April 20, 2005 <br /> <br />To: Steve Little, Cabamis County Parks and Recreation <br />From: Don Strein, President, FC Carolina Alliance <br /> <br />Steve, I wanted to provide a letter of official request to your Office and Cabarrus County <br />Parks and Recreation with regard to considering a proposal, as agreed to by FC Carolina <br />Alliance, regarding the current debt obligation payments associated with the Frank Liske <br />Park Soccer Complex. <br /> <br />Presently, both the City of Concord and FC Carolina Alliance have an outstanding debt <br />balances owed to Cabarrus County of $1 00,000 in relation to the Frank Liske Park Soccer <br />Complex. At the current repayment terms, this would cause these debts to be fully repaid <br />by December 31, 2006. <br /> <br />As you know Steve, with any new Sports Complex of this size, there also remains a <br />number of new and ongoing enhancement projects to the Fields and surrounding area <br />(e.g. additional entry to the Park, Parking, Common area drainage, Tree's and defined. <br />Walking paths-to name a few), to ensure that the original investments made in the <br />Complex aremaintained; and the use of1:he Park is maximized to the fullest economic <br />return of our Community. During the past several years, the Frank Liske Park Soccer' <br />Complex partners have jointly funded several of maintenance and enhancement projects, <br />like the ."Top Dressing" of several fields, and the purchase of premium lighting for <br />several of the fields. <br /> <br />However, there are several additional investments to ensure the long-term success of the <br />original investments. The two main Soccer Complex projects currently under <br />consideration by the Soccer Complex partners, include the installation ofthe lighting on <br />two or three of the Soccer Complex fields, which fills a tremendous void of providing <br />"lighting" to true Soccer fields in Cabarrus County; and secondly, the re-grading ofField <br /># 4, and completion of the "top dressing" of the remaining Soccer Complex fields, which <br />will ensure a that a durable turf is established for the maximum future use of the <br />Complex. The field lighting project will cost approximately $15,000-$20,000 in parts and' <br />services to complete, while the field re-grading and "top-dressing" project will cost <br />around $80,000-$100, 000 (see the related cost estimates for the Field grading and <br />resurface work attached). <br /> <br />Lastly, as I briefly touched on above, there are also several common area projects in the <br />Frank Liske, that are necessary to support the increased use and traffic at the Park and the <br />Soccer Complex, which will only continue to grow, as our Community continues to <br />prosper. <br /> <br />To this end, the Soccer Complex partners would ask that the Cabarrus County Parks and <br />Recreation Dept. Board, consider a specific allocation of the remaining debt payffients <br />from FC Carolina Alliance and the City of Concord, for the purpose of ensuring that the <br />investments made to date are properly maintained, and to further enhance Frank Liske <br />Park and the true "treasure" this is for the many family's in our Community. <br /> <br />\="-3 <br />
