<br />AN ORDINANCE AMENDING THE CABARRUS <br />COUNTY ZONING ORDINANCE <br /> <br />BE IT ORDAINED that the Cabarrus County Zoning Ordinance is <br />hereby amended as follows. <br /> <br />1. Add the following text to Chapter Three Establishment of <br />Districts, Section 3-4C. <br /> <br />OFFICE/INSTITUTIONAL: <br /> <br />-Office/Institutional (O/l) <br /> <br />2. Revise Section 3-7 as follows: <br /> <br />. In the AgiO Zone: <br />Delete "Townhouses" as a permi.tted Based on Standards (PBS) use. <br /> <br />. In the CR Zone: <br />Modify the intent statemeht as follows. <br /> <br />(1) Countryside residential. Lands in this district have a strong rural, <br />pastoral feel. Natural environmental elements such as tree lines, small ponds. <br />rock formations, and manmade elements such as pasture fencing are to be <br />retained, if at all possible. Although the area is capable of handling higher <br />densities of development, development is kept at very low overall densities. <br />Development includes only the standard single-family .detached dwelling aft4 <br />etflermore m-teflse f€lfffiS sf resielential settlemeRt Buell as te'niJ.::l..eHses as IeRg as <br />site sensitive design aeelifG. The site sensitive design concept is carried out <br />through performance based standards on residential development with the <br />technique of "clustering". In general, clustering is an arrangement of physical <br />structures on land with an emphasis on retaining natural areas as open space. It <br />is the primary way in which development can be successfully blended into the <br />rural landscape, <br /> <br />, <br /> <br />Rationale. This is a land use district created as a direct result of the County's <br />systematic area planning process. As a reaction to the growth of the past decade <br />(as much as 80% in some townships) many residents are anxious to see their <br />areas retain the appeal that inspired the resident to make his/her original <br />investment. This district helps implement a growth management philosophy <br />before the fact rather than after. Even when the area has accesS"to public utilities, <br />the overall density will remain relatively low. In summary, the principal purpose <br />of this district is to provide some land area in the County for a permanent <br />country/rural residential life style. <br /> <br />Delete "Townhouses" as a Permitted Based on Standards (PBS) use. <br /> <br />-1- <br />k--l(~) <br />
