TO:
FROM:
SUBJECT:
DATE:

PHILLIP COLLINS, SENIOR PLANNER
ROBERT KLUTTZ
THE WOODS AT WINECOFF REVIEW
JANUARY 27, 2005

We have completed our review of the preliminary subdivision plat for The Woods at
Winecofflocated off Winecoff School Road. This proposed preliminary plat will consist
of99 lots. We would anticipate 59 students being added to the schools serving this area.

Those schools are Winecoff Elementary School, Northwest Cabarrus Middle School, and
Northwest Cabarrus High School. Winecoff Elementary School has exceeded 110% of
core capacity with the maximum number of mobile units on campus as permitted by the
Fire Marshall. Northwest Cabarrus Middle School and Northwest Cabarrus High School
are projected to exceed core capacity within two years with new growth from the number
of residential lots that have already been approved in their attendance areas. Hopefully,
with the opening ofthe new high school in 2007 or 2008 southeast of Harrisburg we will
be able to shift some students from Northwest Cabarrus to Jay M. Robinsop.. Plans for a
new middle school that could relieve Northwest Cabarrus is further out in the Fifteen-
Year Facility Plan and will require another source of funding.

In summary, the schools being planned for the west side of the county in the recently
approved bond are for projected growth from already approved lots, not new
subdivisions. The opening ofthese schools is two or three years out depending on land
acquisition and construction schedules. In any event it is obvious that we will be
operating in extremely overcrowded conditions for several years.

Thanks for giving us the opportunity to make comments regarding the impact of
residential growth on our schools.

Sincerely,
Robert Kluttz
Planning Services

r- I
