U.S. Department of Transportation, Federal Transit Administration, Region IV, Office of <br />Planning Assistance Director (non-voting) <br /> <br />Other local agencies, upon filing a request, will be notified and invited to all meetings of the <br />TCC. Such agencies may include Cabarrus County Schools, Kannapolis City Schools,or <br />Rowan-Salisbury Schools and various City and County departments/offices. Membership <br />of the TCC may be altered on the basis of a majority vote of its membership. <br /> <br />The TCC shall meet when it is deemed appropriate and advisable, and shall elect a Chair <br />and Co-Chair annually beginning with the first scheduled meeting of each calendar year. <br />For each odd-numbered year, the TCC Chair will represent a jurisdiction from Cabarrus <br />County and the TCC Co-Chair will represent a jurisdiction from Rowan County. For <br />each even-numbered year, the TCC Chair will represent a jurisdiction from Rowan <br />County and the TCC Co-Chair will represent a jurisdiction from Cabarrus County. The <br />TCC Co-Chair will serve in the TCC Chair's absence and also automatically become the <br />TCC Chair in the next calendar year. <br /> <br />The TCC will alternate meeting sites between a central location in Rowan County and a <br />central location in Cabarrus County. <br /> <br />13. The City of Concord shall serve as the Lead Planning Agency. Administrative coordination <br />for the T AC and the TCC will be performed by staff ofthe Lead Planning Agency who shall <br />report to the City of Concord Business and Neighborhood Services Director. The Lead <br />Planning Agency will be responsible for the following functions: <br /> <br />- Providing a secretary for the TAC and the TCC <br /> <br />- Arranging meetings and agendas <br /> <br />- Maintaining minutes and records <br /> <br />- Preparing a Prospectus and Planning Work Program <br /> <br />_ Assembling and publishing the Transportation Improvement Program <br /> <br />- Serving as custodian of the Transportation Plan <br /> <br />_ Collecting from local governments, certified and sealed minutes and resolutions <br />that document transportation plan revisions, and submitting these for mutual <br />adoption by the North Carolina Department of Transportation annually or more <br />often if deemed necessary by the T AC or local government involved. <br /> <br />_ Monitoring the Transportation Planning Process to insure its execution is ill <br />accordance with the most recent goals and objectives survey. <br /> <br />1- ~ 1'6 <br />
