After the new school is completed, the Cabarrus Board of <br />Education will consider selling the property at the corner ofHW 73 and Odell School <br />Road where the current Odell Elementary School is located. <br /> <br />The current Odell Elementary School site also includes several ball fields used by the <br />Odell Recreation Association. Tentative plans from previous years were to build <br />replacement ball fields for the Odell Recreation Association at the site of the new Odell <br />Elementary School off Harris Road. However, bad topography, floodplain and wetlands <br />on that site present considerable problems. <br /> <br />The Cabarrus School Board voted to include one ball field at the new Odell Elementary <br />School for use by its students and by those of the Harris Road Middle School. The <br />additional site development cost to make space for four ball fields for the Odell <br />Recreation Association, adding associated sidewalks, guardrails and retaining walls is <br />about $285,000 (estimates attached). The cost of building four baseball fields, a <br />concession stand, fencing, etc., is another $1 million (estimate also attached). <br /> <br />The Odell Recreation Association President, Larry Ensley, has indicated the association <br />is concerned about the problems found at the new Odell Elementary School site (letter <br />attached). The ball fields would be terraced, with grade differences as great as 20 feet. <br />Parking and concessions would be located a considerable distance from the fields. <br />Consequently, the Association has requested that the county secure land at another <br />location to construct the replacement ball fields. <br /> <br />With the growing population in that area of the county, it is worthwhile to consider <br />constructing a new park there. And because of the proximity ofthe city limits of <br />Kannapolis and Concord, the opportunity exists to develop a jointly funded park project. <br />I recommend the Board direct staff to work with the Odell Recreation Association <br />and the cities of Concord and Kannapolis to identify a site for a park generally in <br />the Odell area and to develop a financing plan for its construction. <br /> <br />@ <br /> <br />Cabarrus County. 65 Church Street, SE .
