<br />TO: <br />FROM: <br />RE: <br />DATE: <br /> <br />BEN LEATHERLAND, PLANNING SERVICES MANAGER <br />ROBERT KLUTTZ <br />LAUREL PARK PHASES 4, 5, & 6 <br />JANUARY 27, 2005 <br /> <br />We have reviewed the preliminary plat of Laurel Park Phase 4,5, and 6 located off <br />George Lyles Parkway. It is our understanding that Phase 4 consists of 148 lots and <br />Phases 5 and 6 consists of 109 additional lots for a combined total of257 new residential <br />lots. These new phases are part of the Laurel Park Subdivision that has been under <br />development for several years. This subdivision is located in the Weddington Hills <br />Elementary School, Northwest Cabarrus Middle School, and Jay M. Robinson High <br />School attendance areas. <br /> <br />We would expect these new residential lots to generate an additional 155 students when <br />the homes are built out. When these potential students are added to the anticipated <br />students from other lots that have already been approved on the western side of the <br />county we would expect significant impact; particularly, when Weddington Hills <br />Elementary School and Jay M. Robinson High School have exceeded their adjusted core <br />capacity. These schools already have mobile units on their campuses. We do expect to <br />build a new elementary school in an area east ofInterstate 85 that will give Weddington <br />Hills Elementary School some relief. Also, a new high school to be built in the <br />Harrisburg area will give Jay M. Robinson much needed relief. <br /> <br />Recent passage of the school bond will provide funding for these projects. Under the <br />current timeline it will probably be three years before these new schools will be available <br />for occupancy. This will depend on land acquisition and construction schedules. We will <br />continue to operate during these years in overcrowded conditions. Plans for a new <br />middle school that could relieve Northwest Middle School and Harris Road Middle <br />School are further out in the IS-Year Facility Plan and will require another source of <br />funding.
