Brent Weisner <br />Tax Administrator <br /> <br />DATE: June 21, 2005 <br /> <br />RE: Board of Equalization and Review Appointments <br /> <br />cc: John Day, Chris Ferriss, Sue Nutt, Bill Kouri, Lester Shelton, Audy Dover, Ed Hill <br /> <br />The appointments expire for all five of the members of the Board of Equalization and Review effective June 30, 2005. <br />Two of the members, Jerry Newton and Mary Snow, are not eligible to be reappointed as they have each served two <br />consecutive three-year terms. Lester Shelton and Audy Dover have indicated that they are willing to serve another three- <br />year term each. Ed Hill has indicated that he is willing to serve one more year. All of the current members of the Board <br />have served the County well, and their dedication and service has been much appreciated by our staff. <br /> <br />In an effort to make the Board more accessible to our taxpayers, we plan to change our meeting time from 6:30 p.m. _ <br />9:30 p.m. to 3 p.m - 7 p.m Many of our appellants are elderly and do not like to be out at night. The new meeting time <br />will serve taxpayers that prefer to come during the day and still accommodate those who wish to come after work. Ed <br />Hill has indicated that he could not work with the new meeting time except on an occasioual basis as it would interfere <br />with his work schedule. We appreciate his willingness to be as flexible as possible, but we feel that changing the <br />meeting time permanently will better serve the taxpayers of the County. <br /> <br />I recommend that you reappoint Lester Shelton and Audy Dover and appoint new members that are able to <br />accommodate the new meeting times, 3 p.m - 7 p.m We will miss Ed's leadership on the Board; however, I anticipate <br />few appeals over the next two years, which will give our new members time to acclimate to the job prior to the next <br />revaluation. I anticipate that in non-revaluation years we will have three to five meetings, and in the year following the <br />revaluation, we could expect to meet 13 to 17 times. <br /> <br />I also recommend that you appoint an alternate member. There have been times that we have had to cancel meetings due <br />to not being able to have a quorum present; we could use the alternate at those times to prevent cancellations. The local <br />act adopted last year setting the rules for this Board also place the responsibility to appoint the Chairman and Vice- <br />Chairman with the Board of County Commissioners. I request that as you make your appointments, you give due <br />consideration to appointing individuals with strong leadership characteristics to these positions.
