From:
To:
Date:
Re:

Robert Kluttz
Ben Leatherland, Planning Services Manager
October 29, 2004
Byrum Property Review

We have completed our review of the application for preliminary plat approval for the
Byrum Property project. It is our understanding that this site is located off Poplar Tent
Road near the Mecklenburg County line. The proposed project consists of 423 single-
family homes with 175 built in Phase I and 248 in Phase II. This project is located in the
W. R. Odell Elementary School, Harris Road Middle School, and Northwest Cabarrus
High School attendance areas. These schools will exceed their adjusted core capacities
based on the number of approved lots on the western side of the county. Therefore, the
additional 423 lots in this new subdivision will add a significant number of students to
these schools.

According to the IS-Year Facility Plan we are proposing a replacement school for W. R.
Odell on Harris Road. This replacement school will give us only 100 additional seats.
This is obviously well below the capacity needed to handle new growth in this area. We
are proposing several additional elementary schools be built on the western side of the
county to accommodate the growth. A proposed new high school in the Harrisburg area
will address the high school capacity issue. The capacity for middle school will remain
an issue since a new school is not planned until 2008 if we are able to stay on schedule.

The Planning and Zoning Committee should be aware that if adequate funding is not
provided for new schools either through the bond or other sources we will be faced with a
serious overcrowding issue. Even if funding is provided it will take several years to
secure land and complete other requirements necessary before we are actually able to
occupy new facilities.

We would respectively request that future subdivision approvals be deferred until after
adequate funding has been identified and approved.

Thanks for extending to us the opportunity to make comments concerning the impact on
schools by new residential construction.

E ~I
