We are having <br />serious issues with Concord Retirement Home, an assisted living facility located <br />at 166 Union St. North here in Concord. I understand issues with "group homes" <br />are a growing concern in many communities in our State and we have the same <br />general concern over how the facilities are being managed as they spring up in <br />neighborhoods. This facility, however, is of grave concern and demands <br />immediate attention to protect the safety, health and integrity of the residents as <br />well as neighbors. I am hoping you can direct this concern to the proper person in <br />the Division of Facilities Services for immediate action. <br /> <br />Union Street serves as the center of Concord's Historic District. It borders our <br />central business district and is a vital neighborhood for our community. This <br />assisted living complex has been located on Union for many years and at one <br />time, was know as a fine retirement home. The building is owned by a Jack <br />Morgan who apparently contracted out the management to an Anita Jones about <br />two years ago. I mention those names to help those who might investigate. <br />According to our local Department of Social Services, Police Department, Fire <br />Inspectors and ombudsman, since Ms. Jones began management of the facility, <br />the home has deteriorated to an alarming level. I am told showers do not work, <br />furniture is everywhere and some residents (one quadriplegic specifically) are <br />being left uncared for to the point a disastei seems imminent. <br /> <br />Other residents seern to be part of the problem. Our Police Department is <br />conducting an investigation into information cocaine is being freely sold at the <br />home. According to the police, tenants have told them of the drug sales but those <br />working there have thwarted the investigation. Police responded to the home <br />within the last week to assaults that apparently occurred when drug deals went <br />bad. In the not to distant past a resident was found moving along in his <br />wheelchair down Hwy 29, one of the busiest roads in our City and miles from the <br />home. He had been gone for hours but no one at the home was aware until <br />contacted by police.
