We evaluated <br />the companies based on several issues such as; experience with jail construction in North <br />Carolina, the specific type of construction planned for the jail, proposed staff to <br />administer the project and the agencies' presentations of their plans regarding <br />administration of the project. <br /> <br />. Staff has met with Robert Lutz, the Senior Project Manager in the Real Estate Services <br />Department of Mecklenburg County. We discussed availability of proposed staffs and <br />the construction management at risk delivery method. Staff also discussed delivery <br />methods with Spiros Fleggas ofthe North Carolina State Construction Office. <br /> <br />Based on conversations with these individuals and their extensive experience with the <br />delivery method, the committee is recommending the construction management at risk <br />delivery method. There is a good track record with regard to bring projects in on time <br />and within budget using this delivery method. <br /> <br />The committee is also recommending Turner Construction as the contractor to carry out <br />this complicated project. Turner Construction has been constructing jails and other <br />judicial space for Mecklenburg County for the past twelve years. They have extensive <br />knowledge regarding jail construction and have included a team member from their <br />Georgia office with extensive experience in pre-cast construction. In Mecklenburg <br />County, they have overseen the construction of a tunnel similar to the one proposed in <br />Cabarrus County's project. Tuner Construction has proposed a very experienced staffto <br />serve on Cabarrus County's project. <br /> <br />The next step, if the Board chooses to proceed, would be to begin negotiating a contract <br />with Turner Construction regarding the project. Staff has been consulting with the state <br />construction office regarding this contract and they have provided their advice and copies <br />of their contracts to us. Another recommendation would be to have an interim agreement <br />with a not to exceed price with Turner so that they may begin work.
