Request to Utilize Priority Use Pledge Payments for Facility Improvements <br />at Frank Liske Park Soccer Complex. <br /> <br />On April 20, 2005, Mr. Don Strein, President of FC Carolina Alliance (former Cabarrus <br />Soccer Association) requests of the Cabarrus County Board of Commissioners to utilize <br />the priority use pledge payments to perform facility improvements at Frank Liske Park <br />Soccer Complex. Since 2001, the City of Concord and FC Carolina Alliance (former <br />CSA) have paid $200,000 each (for a total of $400,000) for the priority use agreement <br />at Frank Liske Park Soccer Complex. Both the City of Concord and FC Carolina <br />Alliance have an outstanding debt balance owned to Cabarrus County of $100,000 each <br />(for a total of $200,000) by December 31, 2006. Attached is a copy of the original <br />agreement and amended agreement. <br /> <br />As stated in Mr. Strein's letter FCCA have implemented an enhancement project of <br />installing medal halide athletic lights on three current soccer fields at the complex. The <br />estimated costs for the purchase and installment are $100,000 to $120,000. These two- <br />year-old lights were purchased from a Greensboro private soccer complex. The goal of <br />the FCCA is to have lights installed and operative by Fall, 2005. According to light <br />manufactures, the projected cost to light these soccer fields would be approximately <br />$200,000 to $250,000. No funds are requested from Cabarrus County Board of <br />Commissioners to install these athletic lights. <br /> <br />The second major renovation is turf renovation and improvements to five soccer fields <br />with recommended top dressing and re-grading projects at $80,000 to $100,000. With <br />uneven and rough playing surfaces, potential safety and liability are major concerns. <br />Due to budget shortages, the Parks and Recreation Department and General Services <br /> <br /> <br />FI:).., <br />
