Carpenter, Chairman
Cabarrus County Board of Commissioners
P.O. Box 707
Concord, NC 28026-0707

Dear Chairman Carpenter;

Please be advised that two seats on the Cabarrus County Library Board of Trustees are
currently vacant.
Mr. Joseph St. John of Concord has completed a term on the Board of Library Trustees.
He has been an exemplary trustee and has represented the Concord Library area well. Mr. St.
John has requested that the Board of County Commissioners consider that he be appointed to a
second term. I believe that such a reappointment would be beneficial to the Library system and
the citizens ofCabarrus County. Under the 1998 library merger agreement between Cabarrus
County and the City of Concord, this appointment is one of two that will represent residents of
the City of Concord. The County Commission shall appoint this trustee with the concurrence or
the Concord City Council.
As a Library Trustee, Mrs. Peggy Chandler has represented the Kannapolis Library area
for one term. Mrs. Chandler has been an excellent trustee but she has decided that she does not
wish to serve a second term. Mr. William Charles McKinley, Jr. ofKannapolis has submitted an
Application for Appointment to Cabarrus County Advisory Boards and Commissions specifically
to the Board of Library Trustees. Mr. McKinley is a resident ofKannapolis who through the
years has actively supported the Kannapolis Library. He is a member of the Kannapolis Library
Friends group and is currently serving as the Friends'treasurer. Mr. McKinley who is a teacher at
A.L. Brown High School, is well qualified to serve as a Library Trustee and I believe that his
membership on the Library Board of Trustees would be of considerable benefit to the Library
and the citizens of Cabarrus County.
On behalf of the Library Board of Trustees, I respectfully submit Mr. St. John and Mr.
McKinley to the Board of Commissioners for consideration for, respectively, reappointment and
appointment to the Cabarrus County Library Board of Trustees. I request that this action be
considered at the next regularly scheduled meeting of the Board of Commissioners.

Sincerely, \
~~W'0~.~

Thomas W.
