Smith, EM Director

Subj: Sununary of Changes to Fire Protection Ordinance

Revisions to the Fire Protection Ordinance have been completed by the Fire Marshal's Office Staff and
forwarded to you for review and adoption. A summary of the major revisions proposed are listed below:

-Section 34-29. Changes procedures to notify BOC when Departments are not meeting minimum
standards with recommendation to contract with another department until deficiencies are corrected. The
departments will be notified in writing with a time frame to correct deficiencies. At the end of the
specified time period if corrections have not been made, a recommendation will be brought to the BOC
from the Fire Marsha1's Office to contract with another fire department until deficiencies are corrected.

-Section 34-30.6. Requires all active firefighters to have ID cards and requires a department issued
identification tag on private vehicles used for emergency response. This will aid in identifying active
volunteer members on the scene of an emergency. The National Incident Management System also
requires that all emergency responders be credentialed

-Section 34-30.17-19. Sets standard for adoption of county-wide operational policies with majority vote
of fire association members and approval from the Fire Marsha1'S office. This will stanwmlize
operational policies between the 12 Fire Departments we contract with to provide service.

-Section 34.55(d}, Changes penalty for illegal burning from $50.00 to $100.00.

-Section 34.57. Updated schedule ofpennit fees. Fees have been updated to reflect added costs incurred
due to special inspections required to review applications and penonn site inspections for these pennits.
The review and inspections on these pennits require a time commitment from our inspectors; the proposed
fee schedule better reflects the cost associated with issuing and approving these pennits.

-Section 34-59. Added open burning requirements to this ordinance to incorporate NC Fire Code and NC
Air Quality standards to the local ordinance. Sets permit requirements, burning ban requirements and
enforcement procedures for violations of the open burning regulations. This section will govern how open
burning will be managed in Cabarrus County. It sets the parameters for open burning to promote fire
safety and air quality.

Cabarru.
