It has come to our attention that the Cabarrus County Board of Elections may <br />need an additional slaff member in order to impiement new laws passed in August 2005 and new <br />requirements for precinct uniformity, as weli as to seiect and purchase new voting equipment and <br />train staff and precinct officials in its use. We understand that you feel that a part-time staff <br />member is not sufficient due to the increasing size of your county and the inability to maintain <br />training requirements with staff that only works within the office on a part-time basis. Although <br />this agency understands budgetary constraints, we believe that the ability.to administer elections <br />in Cabarrus County wili be severely hampered without this budgetary increase. As noted above, <br />this belief stems from the many new laws and regulations that have generated a significant <br />increase in the activity of boards of elections offices across the state. <br /> <br />Intricacies of federal and state election issues and new legislative mandates concerning the <br />process of the administration of elections boards have radicaliy altered the elections process. <br />New legislative mandates and additional public demands have impacted time and money of a <br />county board of elections. Because of the amount of money and the increase in work load <br />required to comply with new laws and mandates. this agency supports the Cabarrus County <br />Board of Election's request for an additional staff PECrson. <br /> <br />Counties of like size, in most instances have or are in the process of hiring an additional staff <br />member for their county. It is wise that this hiring takes place at this time, before the elections in <br />2006 where most of the significant changes will take effect and the workload will increase <br />significantly. <br /> <br />Please keep us informed on the status of this situation.
