September 30,2005

To:

Cabarrus County Board of Commissioners
Mr. John Day, Cabarrus County Manager
Mr. Mike Downs, Cabarrus County Deputy Manager

From:

Mr. Steve Little, Director
Cabarrus County Parks and Recreation Department

Subject:

Recommended Cabarrus County Matching Incentive Parks and
Recreation Grant Requests for Fiscal Year 2005-2006

The purpose of the Cabarrus County Parks and Recreation Matching Incentive Grants
program is to provide seed money for civic and community groups to construct,
improve, or acquire recreational and park facilities in Cabarrus County. Examples of
groups that are eligible to apply for funds are: PTO's, Civic Clubs, Athletic or
Recreation Associations and Booster Clubs. All improvements must be located on
public property owned by Cabarrus County, the Board(s) of Education, a municipality
within the county or property leased to the county or municipality for a minimum of
fifteen years. The grant provides up to 50% of the actual project cost based on the
amount approved by the Cabarrus County Board of Commissioners. The project must
be open to the public on a nondiscriminatory basis upon completion.

In August, the Cabarrus County Parks and Recreation Commission received requests
from six (6) non-profit community groups totaling $78,186.00 in grant funds. With the
removal of sales tax ($1,683) from a playground project at Cox Mill School and
reduction of $1,503 to FC Carolina Alliance for installing soccer lights at Frank Liske
Park Soccer Complex; the Parks and Recreation Commission recommended awarding
$75,000 for six community projects for this fiscal year 2005-2006. Attached is a
summary of these recommended projects. There is $75,000 allocated by the Cabarrus
County Board of Commissioners for this program in FY 2005-2006.

If you have any comments or questions, please feel free to contact me.
