<br />PLANNING STAFF REPORT <br />TO CABARRUS COUNTY BOARD OF COMMISSIONERS <br />NOVEMBER 21, 2005 <br /> <br />StatT Use Only: Approved: <br /> <br />Denied: <br />Tabled: <br /> <br />o The following provisions relate to all temporary off premise planned development, <br />individual real estate, auction, garage/yard sale, and political signs. <br />1. Temporary off-premise signs shall not be illuminated and shall not be <br />located within a public street right-of-way and not within a required sight <br />triangle. <br />2. Temporary off-premise signs that pose a hazard to traffic through <br />reflectivity or blocking views shall be considered in violation of this <br />ordinance and removed by the County. <br />3. Temporary off-premise signs, inclusive of the supports, frames, and <br />embellishments thereto, shall not be attached, affixed, or painted upon trees, <br />rocks, buildings, structures, existing signs, utility poles, or any other neutral <br />object except where specifically permitted by this Ordinance. <br />4. Prohibited signs and signs in violation of the specifically stated provisions <br />will be subject to penalties set forth in Section 12-27 of this Ordinance, and <br />removal and disposal by the County. <br />5. No more than four (4) off-premise signs are permitted at any standard <br />intersection. Each event. subject. company, or commercial interest shall have <br />no more than one (I) sign per intersection. Posting shall be limited to one (1) <br />sign per comer. <br />6. Upon removal of sign, land must be returned to its natural form. <br /> <br />. From Part 2 - Temporary Signs, #2 Temporary Agricultural Signs <br /> <br />-delete the following <br /> <br />However, temporary agricultural signs which are off premise or either on or off premise in the TOZ <br />(Thoroughfare Overlay Zone) do require a permit. The table below summarizes: <br />and <br /> <br />Temporary Agricultural Signs Permit Requirements: <br />. Located off-premise 'Permit required. <br />. Located either on or off-premise and in 'Permit required. <br />the TOZ (Thoroughfare Overlay Zone) . <br /> <br />Chapter II PART ill. SIGNS REQUIRING A PERMIT. Section 11-6. Off-premise signage. <br /> <br />-delete entire section and add the following: <br /> <br />Off premise signs within the County shall be allowed only when the following conditions are met: <br /> <br />. PERMANENT OFF PREMISE DIRECfIONAL SIGNS <br />1. Pennanent off premise directional signs shall be limited to nonprofit <br />organizations such as religious institutions, civic organizations, and schools. <br />2. Prior to the issuance of a zoning compliance permit for an off premise sign, a <br />NCDOT permit must be issued by the District Engineer's office, 716 West <br />Main Street, Albemarle, NC 28001 OFFICE PHONE - 704-982-0105. <br />3. A location site plan shall be required to ensure sign placement will not <br />encroach in the NCDOT right of way and sight distance triangle. <br /> <br />G-L <br /> <br />Page 41:)[7 <br />
