<br />Recognition of Phyllis Carr <br /> <br />Phyllis Carr began her employment with Cabarrus County in June of 1977 and <br />retired in September of 2005 after 28 years of faithful service. Phyllis originally <br />worked in the Sheriff's Department but transferred to the Planning Department in <br />1980. Shortly after the adoption of the first County Zoning Ordinance in 1982, <br />Phyllis became the Clerk to the Planning Board and served in that function until <br />her retirement. The County grew from a population of 85000 to 150000 during <br />that time period and Phyllis witnessed much of that change as the Clerk. She <br />was a valuable part of the teams that completed many projects including typing <br />the manuscript for Peter Kaplan's Historic Architecture of Cabarrus County, <br />completion of the second Zoning Ordinance of Cabarrus County, adoption of <br />numerous area plans, and was a part of many special projects. <br /> <br />Phyllis has been and will be missed as much for her cheerful presence as <br />anything else. She was the first contact that people had when coming to the <br />Planning Division for over 25 years. I can personally say that each day when I <br />enter I still expect her to be there, but know that she will have great enjoyment in <br />her retirement spending more time with her family and friends. <br /> <br />(2-1 <br />
